Method

Whisk the cornstarch with a little of the milk in a bowl until smooth.
Add the sugar, cocoa powder, and salt to the mixture and whisk to combine.
Heat the remaining milk in a pot over medium heat. Add the cocoa mixture, whisking continuously.
Bring the hot chocolate to a gentle simmer, then add the chocolate. Continue whisking until the chocolate is fully melted.
